There's a new set of 9 abilities that anyone can learn, but have to be unlocked first. That avoids issues in the first game where you could just spend time doing nothing to get resources and how bad theft luck could result in losing a bunch of stuff. Now instead of resource upkeep and resource gain over time, you just spend a flat amount to get a new building.
